So is this great and wide sea, wherein are things creeping innumerable, both small and great beasts.

Consider this:
Men are described as “creeping things” and as “fish”:
And makest men as the fishes of the sea, as the creeping things, that have no ruler over them?
Habakkuk 1:14 KJV
Kings and their kingdom are described as “great beast”:
These great beasts, which are four, are four kings, which shall arise out of the earth.
Daniel 7:17 KJV
The “small beast” are men/citizens who fill the kingdoms of the great beast:
I said in mine heart concerning the estate of the sons of men, that God might manifest them, and that they might see that they themselves are beasts.
Ecclesiastes 3:18 KJV
The psalmist describes all of these as being in the sea, because the sea is allegorical for the kingdom of darkness. Jesus came and fished 12 men out of this, transformed them to be fishers and gave them the gospel ✝️ The same gospel that caught them and transformed them will be used to draw out and transform as many beast, as many creeping things as many fish as they can, out of the kingdom of darkness.
Who hath delivered us from the power of darkness, and hath translated us into the kingdom of his dear Son:
