They go up by the mountains; they go down by the valleys unto the place which thou hast founded for them.
Psalm 104:8 KJV
The waters that fled from the voice of God’s rebuke is the “they” being referred to above (see verse 7). They fled from God’s voice to the mountains and the valleys. They fled to the place founded for them. What does this mean?
Consider this: In the natural, some animals are made to operate in light while others are made to function in darkness. This is no less true in the spirit. God not only formed the light and created darkness but he also made the creatures that populate both.
I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things.

For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by him, and for him:

The place founded for creatures of darkness is darkness and when light comes and chases “them”, as “the Light” (Jesus) chased Legion, they will flee to the sea, the mountains, the valleys, the caves, the holes of the rocks i.e. they will flee to dry/dark places. But heed Jesus’s warning, they only flee for a season, they will come back, and if they find you’re not equipped with Light, they will come back with 7 spirits more wicked than themself.
This is why we have to count the cost, it’s better to never begin a journey in/with Light, than to begin and turn back. God is kind to his prodigal sons, the devil is not. Selah!
