We have learned that through the book of Psalms there are many interpretive keys which help us understand the Word of God more clearly.
Read Psalm 103:15 – Let the scriptures speak for themselves for the first key we uncovered (grass = flesh).
The second key: ‘the wind’
To see what God is saying in v16 (of Psalm 103:16) , we need the scriptural understanding of “the wind“.
Every Wind
[14] That we henceforth be no more children, tossed to and fro, and carried about with every wind of doctrine, by the sleight of men, and cunning craftiness, whereby they lie in wait to deceive;

We are told to not be moved by every wind, as it is not the word of god, as it is not the truth. How do we know what is true?
[10] For precept must be upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little:

Is there another wind?
[15] Though he be fruitful among his brethren, an east wind shall come, the wind of the Lord shall come up from the wilderness, and his spring shall become dry, and his fountain shall be dried up: he shall spoil the treasure of all pleasant vessels.

Wind of God
Hosea 13:15 shares this point. Only the Wind (Doctrine, Word, Voice, Truth) of the LORD should move us.
[16] For the wind passeth over it, and it is gone; and the place thereof shall know it no more.
Psalm 103:16 KJV
The wind stated in Psalm 103:16, moved the grass (flesh) from it’s dwelling place. This shows us clearly, that this wind, is the wind of the LORD blowing on (flesh) man.
When we are planted / operating “in the flesh” (death / sin / not in Christ), the wind of the LORD will seek to blow us into the Spirit of God (to cleanse us).
Furthermore, when we are in the Spirit, every wind of the devil / serpent (lies, deceit, doctrine) will seek to blow us into flesh (sin / death / out of Christ)
[12] For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places.
