Make a joyful noise unto the LORD, all ye lands.

Here again scripture was pointing us to the Messiah, for its through him that all the lands can be filled with joy.
I will greatly rejoice in the LORD, my soul shall be joyful in my God; for he hath clothed me with the garments of salvation, he hath covered me with the robe of righteousness….
Isaiah 61:10 KJV
The joy of the Lord through the cross and the salvation it offers, was made available to all lands i.e. to all peoples, nations, tongues.
John 3:15 That whosoever believeth in him should not perish, but have eternal life.
Whosoever means the offer of joy/salvation is open to anybody, everybody, who believes in Jesus. Selah!
